PMO & Governance

Set the standard. Assure the decision.

We design, strengthen and independently review project management offices for owners, sponsors and funders in India and the GCC. Standards come first, controls are built on them, and independent assurance tests the position before it reaches a decision-maker. Where a programme needs it, we add engineering and advisory depth: design review, systems assurance, stage-gate readiness and business-case challenge.

Standards. Controls. Decisions.

In brief

What is PMO & governance?

A project management office (PMO) is the function that sets the standards, runs the controls and reports the position on a project, programme or portfolio. Governance is the set of roles, delegations and stage-gates through which the sponsor directs that work. Independent PMO support builds both, then tests whether reported progress, cost and readiness are true.

What we deliver

PMO & Governance services

  • PMO design and set-upGovernance structure, roles, delegations and reporting lines agreed with the sponsor before mobilisation, sized to the programme, not copied from a template.
  • Processes and standardsProcedures, coding structures, templates and document control written once and used by every contractor, so packages can be compared.
  • Planning and schedulingBaseline and update standards for Primavera P6, with monthly schedule assurance and critical-path review, so the programme stays a reliable control.
  • Project controls, risk and changeIntegrated cost and schedule control, earned value, a live risk register and a change control board, each with a named owner.
  • Reporting and dashboardsOne monthly reporting pack and dashboard built from controls data, showing trend, forecast and the decisions the board must take.
  • Governance and stage-gate assuranceIndependent reviews at each gate that test design maturity, readiness, cost and risk evidence before the sponsor approves the next stage.
  • Independent design review and systems assuranceDesign maturity, buildability and interface review, with requirements-to-verification traceability on rail, systems and complex fit-out programmes.
  • Feasibility, business case and value engineeringIndependent challenge of options, assumptions and estimates before capital is committed, and value engineering that protects function and compliance.
Method

From standards to decisions

StandardsWe agree the rules first: governance structure, delegations, gate criteria, coding, reporting calendar and data standards. They follow ISO 21502 and ISO 21505 and fit the client's own approvals framework, not the other way round.
ControlsPlanning, cost, risk and change controls run on those standards every month. Every contractor and consultant reports in the same structure, so packages can be compared and rolled up without re-keying.
AssuranceBefore anything is reported, it is tested. We check schedule quality, cost forecasts, design readiness and systems evidence independently, and say plainly where the reported position is not supported.
ReportingOne reporting pack and dashboard, built from assured data. It shows trend and forecast, not only status, and every number traces back to its source in the controls.
DecisionsEach report ends with the decisions needed, who must take them and by when. Gate approvals, contingency release and change are recorded, and what the board learns feeds back into the standards.
Scope

One office, six disciplines.

01Planning & schedulingBaseline standards, Primavera P6 coding and update rules, and monthly schedule assurance, so the programme is a control and not a picture.
02Project controlsCost and schedule integrated on one structure, with earned value, forecasts to completion and commitments tracked against budget.
03Risk & changeA live risk register with named owners, and a change process that records scope, time and cost effects before approval, not after.
PMO & Governance
04Reporting & dashboardsOne reporting pack and dashboard for sponsor, board and funder, built from controls data and written around the decisions needed.
05Governance & assuranceRoles, delegations and stage-gates, with independent assurance reviews that test the evidence before each approval.
06Processes & standardsProcedures, templates, coding and document control that every party uses, so data from different packages can be compared and rolled up.
Advisory

Engineering and infrastructure advisory.

Engineering advisory

  • Independent design review: Design maturity, buildability and interface risk across civils, structures, systems and fit-out.
  • Systems assurance: Assurance frameworks with traceability from requirements to verification, through integration, testing and readiness.
  • Stage-gate readiness: Design milestones tied to demonstrable construction and commissioning readiness, so a gate reflects the real state of the work.
  • Value engineering: Structured challenge of scope, methods and specification that protects cost and programme without weakening function or compliance.

Infrastructure & real estate advisory

  • Project structuring and set-up: Governance, PMO, controls framework and contract strategy put in place before mobilisation.
  • Assurance reviews: Independent reviews across projects, programmes and portfolios for owners, sponsors and the funders they report to.
  • Feasibility and business-case challenge: Options, assumptions, estimates and approval paths tested before capital is committed.
Engagement models

How we can be engaged.

01

Set up

We design and stand up the PMO, its standards and its reporting, then hand over to the client's team.

02

Support

We provide planning, controls or assurance functions inside the client's PMO, kept separate from any independent review we carry out.

03

Review

We assess an existing PMO independently and report on where its controls and reporting can and cannot be relied on.

Clients

Who we support.

  • Owners and sponsors setting up a new programme or portfolio
  • Boards and funders that need an independent view of reported progress
  • Government entities preparing stage-gate evidence for a central projects authority

PMO & Governance in India and the GCC

India

Metro companies and state infrastructure SPVs often have several consultants and contractors reporting to one board. Existing smart-city SPVs are city-level companies incorporated under the Companies Act, 2013, and may appoint project management consultants to deliver their projects. State and ULB bodies follow their own financial rules, while Rule 136 of the General Financial Rules, 2017 sets the approvals needed before central government works begin. Central sector projects of Rs 150 crore or more are tracked on MoSPI's PAIMANA portal, which replaced MoSPI's earlier online monitoring system. A PMU that builds these approval and monitoring requirements into its reporting from the start avoids rework at every review, whether it serves a metro company, a state SPV or a funder.

United Arab Emirates

Federal entities procure under Federal Law No. 11 of 2023 on Procurement in the Federal Government, issued in November 2023. In Abu Dhabi, ADPIC reviews capital projects proposed by government entities, sets design criteria and contract templates, and since 2024 has required the updated Abu Dhabi General Conditions Contract, with a mandatory DAAB, on government capital projects. A government PMO therefore needs gate evidence and reporting that match the central authority's requirements, not only the contractor's monthly report.

Saudi Arabia

EXPRO was created by Council of Ministers Resolution No. 389 of 2021 and absorbed the Mashroat programme. It requires government projects to meet stage-gate requirements before they enter the budget and at each stage after, and sets standards for planning and managing them. Under Saudi Arabia's new Government Tenders and Procurement Law, an entity must submit its feasibility study, estimated cost and tender documents to EXPRO, the unified procurement body, for review before tendering, so the PMO should prepare that submission as gate evidence and allow for the review in the programme. On giga-projects the PMO often sits across a developer, a delivery partner and several PMCs. One data standard then matters more than any single report. See what the new procurement law changes.

Oman

Public works are tendered under the Tender Law, Royal Decree 36/2008, as amended by Royal Decree 83/2020. Royal Decree 57/2025 renamed the Secretariat General of the Tender Board as the Projects, Tenders and Local Content Authority, so owners should expect local-content commitments to be governed alongside tendering, time and cost. Long-term concessions follow the Public-Private Partnership Law, Royal Decree 52/2019, where commitments made at bid stage carry through the whole concession.

Our approach

How we approach PMO & governance

We build the PMO around the decisions it has to support, not around a reporting template. Standards come first, controls run on them, and nothing reaches the board until it has been tested. Where design or systems risk drives the programme, engineering review belongs inside the gate cycle rather than beside it. On Etihad Rail, we integrated a design stage-gate assessment into the systems assurance framework.

FAQ

PMO & Governance: common questions

What does a PMO do on a major project?
A PMO sets the rules, runs the controls and reports the position. It defines how schedule, cost, risk and change are managed, collects data from every package in one structure and turns it into a report the sponsor can act on. A good PMO also tells the board when the reported position is not supported by the evidence.
Should a PMO be in-house, outsourced or independent?
It depends on who needs to trust it. An in-house PMO knows the organisation but can sit too close to the teams it reports on. An outsourced PMO adds capacity. Independent assurance, which can sit alongside either, tests the PMO's own reporting so sponsors and funders get a position nobody has an interest in shading.
What is a stage-gate review?
A stage-gate review is a formal check before a project moves to its next stage. The sponsor approves progression only when defined evidence is in place: design maturity, an assured programme and estimate, a current risk position and readiness for the next phase. On Etihad Rail we tied design milestones to demonstrable construction and commissioning readiness, so readiness risk was visible and owned at each gate.
Do you work outside infrastructure?
Yes. The governance method is the same whatever the asset. On Palm Jebel Ali in Dubai we provided independent design assurance across villa fit-out packages, aligned to construction stage-gates. For HYT Manufacturers in India we delivered system assurance with requirements-to-verification traceability through to handover. The controls change with the sector. The discipline does not.
How do you support a PMU on an Indian metro or city infrastructure SPV?India
We work for the SPV or the funder, designing or reviewing the PMU's standards, controls and reporting. Metro companies, state infrastructure SPVs and existing smart-city SPVs often have several consultants and contractors reporting to one board, so the board needs an independent check. We align reporting with the approvals the SPV's own rules require and, for central sector projects of Rs 150 crore or more, with PAIMANA monitoring.
What shapes PMO practice on Abu Dhabi government capital projects?UAE
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) does. Set up by Executive Council decision in 2023, it reviews capital projects proposed by government entities, sets design criteria and contract templates, and audits capital project contracts. Since 2024 government entities must use the updated Abu Dhabi General Conditions Contract, with a mandatory DAAB. We set PMO controls, reporting and gate evidence to match.
What does EXPRO's stage-gate requirement mean for a Saudi government entity?Saudi Arabia
A project must meet defined stage-gate requirements before it enters the budget and at each stage after. EXPRO, established by Council of Ministers Resolution No. 389 of 2021, also sets standards for planning and managing government projects. The entity's PMO needs gate evidence that is complete and tested, so we prepare and assure it before submission, not after a query comes back.
How should a PMO work on a multi-party giga-project?Saudi Arabia
With one data standard and one reporting line. Where a developer, a delivery partner, several PMCs and many contractors each run their own systems, the coding, update calendar and reporting format should be set once and every submission assured against it, so the developer has a single position it can defend to its board.
How does Saudi Arabia's new procurement law affect a government PMO?Saudi Arabia
It adds a review before tendering. On work tendered under the new law, an entity must usually submit its feasibility study, estimated cost and tender documents to EXPRO, the unified procurement body. We build that submission into the gate cycle and log change orders on new-law contracts against the Article 67 limits.
What changed in Omani public project governance in 2025?Oman
The tender secretariat became an authority. Royal Decree 57/2025 renamed the Secretariat General of the Tender Board as the Projects, Tenders and Local Content Authority, reporting to the Council of Ministers, while the Tender Law, Royal Decree 36/2008, still applies. Owners should expect local-content commitments to be tracked as closely as time and cost, so we build them into PMO reporting from the start.
